The Price Transparency Rule information provided on this website is the responsibility of the indicated hospitals, not of ZeaTool.

The Centers for Medicare and Medicaid Services of the United States Department of Health and Human Services ("C.M.S. ”) has issued a regulation commonly referred to as the "Price Transparency Rule," which is contained in Title 45, Part 180 of the Code of Federal Regulations (45 C.F.R. §§ 180.10 through 180.110, as in effect from time to time). The Price Transparency Rule requires a hospital to:

• Post on its website a single machine-readable digital file containing the following standard charges for all items and services provided: gross charges, discounted cash prices, payer-specific negotiated charges, and de-identified minimum and maximum negotiated charges; and
• Display at least 300 "shoppable services" (or as many as the hospital provides, if less than 300). The hospital must provide plain-language descriptions of the services, group them with ancillary services if applicable, and provide discounted cash prices, payer-specific negotiated charges, and de-identified minimum and maximum negotiated charges. Alternatively, the hospital may satisfy this requirement by providing an internet-based price estimator tool meeting certain specified requirements.

ZeaTool has collected these machine-readable files and data from hospital websites to analyze whether a hospital complies with the Price Transparency Rule. These data are extracted from standard charges for items, services, service packages, and shoppable services as posted by each hospital. C.M.S. requires that the mandatory data fields that must be present in each file are tests/procedure codes, tests/procedure descriptions, gross prices, cash prices, negotiated insurance prices, and de-identified minimum and de-identified maximum prices for inpatient and outpatient services, as applicable.

Because each hospital controls many aspects of how its data are presented, such as column/field names, file formats, and whether a given price for a test or procedure includes all services, there could be errors made by ZeaTool in extracting, analyzing, and updating the data. Although ZeaTool intends to provide the same information as provided by each hospital, ZeaTool is not responsible for inadvertent errors that may occur in this process. We recommend that users verify information on this website by reviewing the most up-to-date information on a given hospital's website.

Although we will periodically review available data, we do not guarantee, or warranty that our website's information is up-to-date, and users should verify current information on specific hospital websites as they deem appropriate.

Where a hospital has not provided separate inpatient and outpatient prices, we have normally assumed that those prices are the same for both types of services, except for diagnosis-related groups (D.R.G.s) and all patient's progressive diagnosis-related groups (A.P.R. D.R.G.s). This assumption may or may not be correct concerning a specific hospital.

Based on the information applicable to us, we indicate whether a hospital complies with the Price Transparency Rule. To us, "compliance" means that a hospital has provided a machine-readable file containing all items required by the Price Transparency Rule.

This website is not intended to provide, and should not be regarded as providing, any determination as to whether a hospital is legally compliant with the Price Transparency Rule. We do not have either the responsibility or the capability to make legal determinations of any kind. Suppose a hospital believes any data provided here must be more accurate or complete. In that case, that hospital should contact us, and we will work with the hospital to verify and correct the data as appropriate.

As described above, ZeaTool relies only on the information and data made available by each hospital. There may be unintentional errors in how the information and data are presented on our website for various reasons. We are not responsible for such errors but welcome the opportunity to correct any errors brought to our attention.
